Francophone-focused immigration streams

Federal – Express Entry (French‑Language Category-Based Draws)

  • French requirement: NCLC 7 (proficiency in all four skills)
  • CRS cut‑off & ITA counts (2025):
    • Mar 6, 2025: 4,500 ITAs; minimum CRS 410
    • Feb 19, 2025: 6,500 ITAs; CRS 428
  • Notes: These draws target French‑proficient candidates, with CRS thresholds significantly lower than general draws, continuing through at least late 2025

Quebec – PSTQ (New Skilled Worker Selection via Arrima)

  • French requirement: Mandatory in Streams 1, 2, and 3—oral level 7 + written level 5 (Échelle québécoise)
  • Provincial score range: ~768 for Stream 1 (Highly Qualified & Specialized Skills)
  • Latest draw: July 17, 2025 — 238 invitations issued (216 in Stream 1, 22 in Stream 4)
  • Additional notes:
    • PSTQ reopened July 2025, replacing the suspended PEQ-Worker stream

Ontario – French-Speaking Skilled Worker Stream (OINP & Express Entry)

  • French requirement: CLB 7 in French and CLB 6 in English
  • CRS threshold: No fixed CRS cut-off; NOIs have historically ranged from ~326 to 445 for this stream
  • Latest provincial draw:
    • Combined OINP draw on June 6, 2025 issued 72 ITAs across several streams; score range included ~32‑56+
    • Specific NOI data for the French-Speaking stream not officially published in 2025 but OINP continues issuing nominations regularly

Manitoba – MPNP Skilled Worker Overseas (Francophone Initiative)

  • French requirement: French proficiency must be equal to or exceed English level to be considered Francophone Initiative candidates
  • EOI-based provincial score range:
    • Jul 24, 2025 (Draw #250): 19 LAAs issued; minimum score 611 (11 were francophone community candidates)
    • Jul 10, 2025 (Draw #249): 36 LAAs; score threshold 613
    • Earlier draws: May–June thresholds ranged 606–626 (e.g. Draws #245–247)

New Brunswick – Strategic Initiative Stream (Francophone Only)

  • French requirement: NCLC 5 (minimum)
  • Current status (2025): Fully paused for 2025—no new applications accepted
  • Express Entry Alternative: NB PNP Express Entry stream continues, requiring CLB 7 in either French or English; general draws still occur (e.g. June 17, 2025 healthcare‑occupation ITAs)

Key Insights

  • Federally, NCLC 7 opens fast-track Express Entry with CRS cut-offs as low as 410.
  • Quebec PSTQ requires strong French oral abilities (level 7), with high Arrima scores (~768) and draws began mid‑July.
  • Ontario’s stream is fully EE-linked — strong French plus moderate English allows provincial nomination via NOI, then +600 CRS.
  • Manitoba’s initiative favors Francophone candidates with French ≥ English; score thresholds in recent draws around 606–613, with specific allocation to community stream.
  • NB’s Francophone-only Strategic Initiative is inactive in 2025; Express Entry option remains via general NB PNP requiring CLB 7 in one language.
